Walker Federal Services successfully completed the design and corrective measures for
stormwater management at the Puerto Rico National Cemetery in Bayamón, Puerto Rico.
The project specifically addressed drainage deficiencies in Section K, which contained
over 7,000 active gravesites that were experiencing severe ponding and poor water
infiltration after rainfall. To preserve the integrity of the burial grounds and maintain
accessibility for visitors, WFS developed construction documents to implement a French
drain system that would tie into the cemetery’s existing stormwater infrastructure.
The scope of work included topographic surveys, geotechnical evaluations, site
investigations, and the design of a subsurface stormwater collection and conveyance
system. WFS carefully planned for construction activities within an active burial section,
avoiding regrading or major surface disruptions. In addition to drainage improvements, the
project included the raise and realignment of headstones in Section K, ensuring
compliance with NCA standards and preserving the dignified appearance of the cemetery.
All construction documents—including drawings, specifications, cost estimates, and
sequencing plans—were completed within the 120-day performance period. By
implementing this drainage solution, WFS significantly reduced standing water issues,
improved site conditions for visitors, and enhanced the long-term sustainability of the
burial section, ensuring the cemetery continued to reflect the dignity and respect owed to
the nation’s veterans.
