Walker Federal Services successfully provided construction management, engineering,
and inspection services in support of the project to renovate site features and correct
Facility Condition Assessment (FCA) deficiencies at Memphis National Cemetery in
Tennessee. Acting as the VA’s on-site representative, WFS monitored construction quality,
compliance, and progress while ensuring that demolition, utility upgrades, roadway
reconstruction, and irrigation system repairs were performed according to contract
specifications.

WFS’s responsibilities included full-time resident engineer and inspection services, review
of shop drawings and submittals, management of RFIs, cost and schedule tracking, and
leading regular progress meetings. Specialized subject matter experts—including
landscape architecture, civil engineering, and irrigation—were engaged for site inspections
to verify compliance with VA and NCA standards. WFS maintained detailed daily reports,
progress photographs, and as-built documentation, while also providing independent cost
estimates, contract modification recommendations, and claims/dispute documentation
to the VA.

The project was completed within the 210-day performance period and delivered a
thoroughly documented and monitored construction effort that corrected deficiencies
while minimizing disruptions to cemetery operations. By ensuring quality, cost control, and
timely completion, WFS helped the VA maintain the cemetery’s infrastructure and
preserve its dignified environment for veterans and their families.
