Walker Federal Services successfully provided Construction Management, Engineering,
and Inspection Services for the Rostrum, Wall, and Fence Restoration project at Cypress
Hills National Cemetery in Brooklyn, New York. The project involved oversight of historic
preservation and infrastructure improvements at one of the nation’s oldest national
cemeteries. WFS’s role included construction administration, engineering reviews,
document management, submittal processing, and proactive schedule and cost control to
ensure the project was completed on time and in accordance with VA and NCA standards.
As part of its responsibilities, WFS provided full Construction Period Inspection Services
(CPIS), with inspectors serving as the VA’s on-site representatives to observe daily
construction activities, document compliance with specifications, monitor safety
practices, and coordinate directly with the contracting officer and project manager. The
WFS team managed RFIs, submittals, shop drawings, contract modifications, and pay
applications, while also maintaining detailed daily inspection reports, meeting minutes,
progress photos, and as-built documentation. A multi-disciplinary support team—
including architects, civil and electrical engineers, a landscape architect, an industrial
hygienist, and a historic preservation professional—ensured both technical accuracy and
regulatory compliance throughout the effort.
The project required balancing modern construction and safety standards with the
cemetery’s historic character, including oversight of masonry repairs, fencing restoration,
and site improvements. Through close coordination with cemetery operations, WFS
minimized disruptions during burial services while delivering a 425-day performance
period project that preserved the cemetery’s historic features, improved infrastructure,
and enhanced the site’s long-term durability.
